Provincial-Territorial Base Fund

Canada's $2.275 billion Provincial-Territorial Base Fund was established to provide each province and territory with predictable funding of $25 million per year, over seven years, for a total of $175 million per jurisdiction by 2014. When the federal share is matched by the Province of Manitoba, over $350 million in federal/provincial funding will be invested in Manitoba's core infrastructure.

As a result of the 2009 federal budget, instead of Manitoba receiving $25 million per year, the Government of Canada is accelerating the remaining funding up to the full $175 million over the next two years, subject to matching contributions by Manitoba. To address pressing infrastructure needs, this funding is more flexible, allowing Manitoba to repair bridges, local roads and secondary provincial highways.

How it Works
Manitoba submits an Annual Capital Plan with a list of initiatives for federal cost sharing. The Plan includes a brief description of each initiative, the eligible category of investment and the total eligible cost. Once the Plan is approved, Canada and Manitoba each contribute to the Plan’s eligible costs.
